Cho has a doctoral degree in North Korean Studies, and serves as an associate research fellow at the Korean Women's Development Institute.

She is also the assistant administrator at the Women’s Standing Committee of the National Unification Advisory Council, and served as an affiliated professor at Ewha Womans University Department of North Korean Studies, a research professor at Ewha Womans University Korean Women’s Institute, and a research professor at the Korean Division-Post Division Research Center of Dongguk University.
